can my ex foster carer get legal gardianship of my unborn child she is also a female member to my unborn child.And this would be with my consent.

Your question really doesnt read very clearly. Im I right in saying that your ex foster carer, who is a female relative, wants to have legal guardianship of your unborn baby and you are willing for this to happen?
If so, then yes, with your consent, she can apply for legal guardianship. What about the babys father though?
