I think it's by The Velvet Underground, sung by Moe Tucker the drummer. It was probably an outtake from the "Loaded" album & appears on the special 2cd version of that album. Its also on the live album "mcmxciii"

I think the version you're after is by Maureen Tucker and Jonathan Richman, released in 1980. Not sure if it's commercially available but you can find MP3s of it on the net - Kazaa is a good file sharing thing. Happy hunting
