Apparently i have been seen throwning a cig butt out of my car window how can this be proven and if it cant why bother sending me silly letters and questions to fill in?

Well, did you ? If you did, and somebody saw you and is prepared to testify to it, it is your word against theirs. If the court believes them and not you then as far as the law is conerned , you did it!

And if they have the cigarette butt they will be able to prove that it was yours - they can get your DNA from it.

And for the idiots that say they hope i die of cancer thank you shame i have a brain though and you do not or maybe you do but dont know how to use it. point 1 why bother responed to a question with abuse have you nothing better to do with your sad life? And point 2 to the person that said what makes you think its ok to litter? Did i say that? Think you will find i did not now dont responed if you can not read it just makes you look silly now doesn't it.
