my vagina is wet all the time and when i wipe it there is a white substanse on the tissue what is this nd how do i hav it all the time

Well as long as it doesn't smell or itch or you've had unprotected sex then i'd say it's quite normal cervical mucous.  You don't say how old you are (or if this is a joke post) but i assume you are young.  Nothing to worry about, all women have it and it changes amount and consistency throughout your menstrual cycle.  When you ovulate it thickens up to help the sperm get to the egg.  It also helps sex feel nice.

If however it does smell or itch it could be thrush, which you can get without even having sex.  It's easily treated and most women have it in their lifetime and Dr's see it everyday.
