The flashing dot is very straining on the 'eye' itself and this would exhaust the energy of the cone (which senses colour) and it's known that this sapping causes the opposite to be 'seen' by the brain. Just guessing here.
in visual processing there is a thing called 'cognitive impenetrability' and a red line that goes with it, and it means that no matter how hard you think of something you cannot change the way it works. For example, it is very hard to look at an orange and think it red. But you can 'think' a memory into a different memory. I don't think you are concentrating the green dot into existence but u are right I think the act of concentration causes some kind of distortion in peripheral processing. I did not know the eyes could 'tune' like that.
