The base is magnetic so if you`re drilling metal it will lock itself on
it's more commonly known as a magnetic chuck, used to fix the work piece in place on drills, milling machines and lathes.

itsa drill with a magnetic base which is turned on by a switch from the electrical supply after you have positioned it and some items have a battery back up
then the chuck ,with the drill bit in it, is free to move up and down, drilling into the material you have attached the drill to
