Can I get a relatively small (19" or so) flat screen TV that will double as a PC monitor?

It's for my mother in law who is a bit of a technophobe, so it will need to be a bog-standard analogue TV (no freeview) and also have a vga input (I think - she has an old desktop pc with a bog-standard monitor connection, no TV-out or anything fancy like that).

Quality is not too important as she can hardly see her current 19" monitor even when set to 800x600!!

you will have trouble finding one without a freeview turner these days, but as long as it has an analog tuner as well just ignore the freeview, or train her to use it for more channels and better quality.
Remember that analogue TV is going to be switched off over the next couple of years. Depending on where she lives it could even be this year.

So buying a non-freeview TV is a very short sighted step.
