Hi Crisann,
The police will not deal with the matter usually and will direct you to your local Authority. Barking dogs is not an offence that the police deal with as this would be considered a 'noise nuisance' and nothing more.
Within your local Authority, you need to speak with Environmental Health who will probably, in the first instance, write to both parties involved - they WILL NOT pass on your details to the neighbour!!.
In with your letter there will more than likely be a set of diary sheets for you to keep a log of when the noise occurs, how long it goes on for and how it has an impact on your life.
It is very important that you complete and return these forms because without them, there is no case for the officers to investigate! The case will simply be closed as no further action if you fail to return the diary sheets.
Once the sheets have been returned - the officer will try to work out when the barking is likely to occur and they will try to witness the problem on at least 3 occasions. They may even give you a direct number to call them out if, as you say, the dogs bark during the evening. If they do this - make sure that you use it when you need to!! otherwise it appears that the case is no longer a problem and again, this can lead to the case closing.
Usually, a 3 month period is sifficient for them to monitor the problem and witness it at least 3 times.
This gives them enough evidence in order to prosecute if needed but hopefully, it wouldn't get this far.
Hope this is ok - Cheatseeker!

crisann, I have had the same problem twice with 2 different neighbours dogs.
I did what others have said the first time and filled in the daily diary etc, but it takes weeks/months before any action is taken.
The second time with the 2nd neighbours dogs barking, I used to take the phone in the kitchen, phone the E/Health and say to them, '' would you like to hear this in your home everyday'' and let them hear the dogs barking through the phone.
I did this 2/3 times a day and after 10 days they came over to my house, listened to the noise and took action.
Now the dogs have gone.
