National winking day, who decides?

I've just heard that today is 'national winking' day in the UK (sorry no link).
Amongst others,we've had
Mothers day
Fathers day
National 'no smoking' day
International 'Speak like a pirate' day.
Is there a government body or international organisation such as the U.N that decides which 'day' were as meant to commemorate?

The first two were presumably done by card companies.

The fourth one done by some fun guys / girls who managed to spread the word virally using the internet.

As said it is usually a corporate advertising campaign that brings about a promotion day for such things, for example the National Cleavage Day is probably something set up by Wonderbra, or the Chip Day something set up by the Federation of Fish Friers, Toast by Kingsmill, No Smoking by a quit smoking charity set up by the government etc etc.
