I'm looking for software that could create silhouettes of people in a group photo so that I could list them by name via a number on each silhouette.

Import the picture as the background layer. Then draw the silhouettes on another layer. Turn off the background layer.
Depending on the photo setting and contrasts some progams might be able to help using their intelligent mask features.
Incidentally if you are publishing online it is much easier to use an image map. You can use the html alt tag in the map to make the names pop up when you point the arrow at the person. It is quite easy to learn.
You can aslo create clickable areas on the photo that takes the browser to more information about the person.

I'm puzzled
why silhouettes?
why not just use the tried and tested "from the left" style used by newspapers?
inevitably in group shots without detail the group becomes a "cloud" of lumps - unless the pikkie was taken specifically for that purpose.
If that's the intention beso's last thought on mapping would be effective ... you could even use the map to reveal the name when the mouse pointer hovers over an individual
