Parking Tickets.

In the last week my son has received three penalty notices regarding different unpaid parking tickets in Manchester. After blowing my top I now believe he hasn't parked deliberately flouting the rules but really hasnt been aware of the restrictions, (have told him to check the places out again for notices) What really bothers me is that on not one single occasion did he find a ticket on the car which now means because of the time lapse he has lost the opportuntity to pay the discounted charges, believe me he would've owned up if it meant it cost him less, is there anything we can do because obviously we've no proof. Thankyou.

1. On street - parked in loading bay during restricted hours
2. Off street - parked in car park without valid pay and display ticket.
3. Off street - same as number 2.

On this last one which is from Oldham, the others are Manchester, I have looked again and its the only one with a photo of the car showing a penalty notice on it, my son is adamnent there was nothing there when he returned to car. I'm really worried.

Once I could believe, a passer-by could have removed it for a 'prank'.

But three different times, in different places as a bit hard to credit.

Re the loading bay - was a ticket ever issued to the car? These are frequently dealt with by way of camera, and the first the motorist knows of it is the NIP through the post.

If the offences happened in the last week, what time scale are they allowing for the discount?

I know what you're saying and I'm no walk over believe me, I don't think he's an angel but he wouldnt be scared to admit to being issued with them in the first place and he definitely wouldn't want to pay the higher charge. All of the notices say a penalty charge notice was served and gave fourteen days for the discount. The dates the initial penalties were served are 9th April, 17th May and the 20th May.

I you have not received a penalty charge notice (PCN) then you can make a 'Satutory Declaration' (free at your local court) this will then enabe you to back track to a point as if the PCN had 'just' been issued.

Sorry folks for the delay in acknowleging your answers and thanking you, I've had no laptop for a few days. My son needs a serious lesson in observational skills, if there are notices in any of the locations (and he is going back to see) then he didnt see them so didnt buy tickets. Usually his car is littered with the things, anyway we're not disputing the penalties just enquiring about the lost discount. Spoke to someone at the office this week, they said given they were issued late at night there is a risk of pranksters removing the penalty notices although hes been unlucky with all three, yes he is adament he didnt have any, he wouldnt risk the higher fines. They suggested we try writing in so going to try, whatever happens hes well learnt his lesson about taking more notice. Thanks again
