I reported my neighbour for throwing stones at my pussy cat, they were very good and called on him to give him advice as to how to deter cats from entering his garden without resorting to cruelty. They did want my contact details but dealt with my complaint in a professional manner. Please report any acts of cruelty to animals.
Write an anonymous letter or say on the phone that you are not happy about giving your details as it's too close to home, and yes they do follow up on complaints, I reported someone for laying into a horse and the RSPCA were quick to respond.

You don't live next door to me do you? Because that's an old chinchilla cage in my garden and they were only in for a few days while we got the new one delivered. They aren't in it now.
The RSPCA receive hoax calls from people who just want to cause trouble for people they don't like. They take your details to try and prevent this. (although anyone could give false details). A hoax is time wasted on an authentic complaint. Don't think I've worded this very well. It's late!
