Tracing phone numbers

Hey, any help with this is greatly appreciated:
I do some volunteer work for a charity in NZ, and we've been getting some callers who are attempting to use our service maliciously -i.e. for sexual gratification. One is quite technology savy -caller ID displays bogus numbers, sometimes international numbers. What we think this guy is doing, is using some internet product which routes his calls through some system which leads to the false numbers being displayed.
So, what can I do? This is really making me angry, and I'd love nothing more then to be able to get a real number for him which I can pass onto the police.

the biggest problem all telcos have is filtering international calls ... and some "other porovider" calls which only pass on billing details ... so transylvania 555 5555 passes call to england ... says I want 555 7777 ... just send the bill to transilvania telecom ... who then then bulk bill vlad media for their useage ... no names ... no packdril.
in country can be similar ... depending on what the agreement is.
while the police can go so far ... the cost is huge ... so unless they threaten to nuke you ...
