Honestly, could you give us a little more info!? Does she have a good credit history & a regular income? Is it possible for her to call a bank or lender and ask them & get a decision from them?

The computer's probably wrong. There must be someone, somewhere, who will find this an acceptable risk. Whether your mother would find the interest rate acceptable is another matter.
