Recently painted my concrete garage floor with floorpaint,
but on one patch about 20 cm by 20cm, the paint just will not dry, any idea why, and how to cure it?

i just peels of, and is still tacky 4 days after painting
prev Building regulations regarding replacing existing doors with fire doors
  
next Damp smell.....is it serious?

Remove all the paint and the concrete and start again.
