My neighbour is selling several cars from his home, i wouldnt normally mind but he has private 3 cars for a household with only 2 drivers and has a steady flow of 2 cars on his drive. The result is his vehicles blocking up an already busy street meaning the rest of the people who live along the same road suffer from lack of parking..is there anything i can do?
also he and his wife occupy the same space never allowing anyone else to use the said space is there anything i can do?

So he's running a business out of his house. That's the best angle to try and get him to desist.
Depending on the ownership of the house, if he's renting its probably against the tenancy agreement. If he owns it may be a constraint in the legal title (is your house similar in age with a similar restriction)?
If he's running a business he should be paying business rates not the normal Council Tax. A call to the relevant department of your local authority wouldn't go amiss.
If you are speaking with the Coucil on the planning issues, ask to speak to Trading Standards about whether he is a registered car dealer and also Environmental Heath or Highways about the Clean Neighbourhood Act which is designed to stop cars being displayed for sale on residential roads.
