Foreigners learning our languiage are taught "the Queen's English", so once they've mastered the basic structure of our language - which's difficult, because words don't have a set pattern like in German, for example - they can speak and write it pretty well. A lot of kids who're born here, have parents who don't speak correctly, or if they lag behind at school, they're often just left to muddle through as best they can. It's awful really, but unless you correct someone from a young age, then they grow up thinking that it's right to speak the way they do. Despite all that, as I said before, it's better to be able to speak SOMEHOW, than not at all.
