Help with parking rules....

A friend has recently moved into a house with a parking bay outside their house and the three houses either side. They all have dropped kerbs outside their driveways with no kerbside markings whatsoever. Are cars allowed to legally obstruct their access into and out of their drives as there are no signs or anything else prohibiting this?

A lot of the highway code is not the law - it is advisory only.
However, the offence is unnecessary obstruction or wilful obstruction. Getting the neighbours Fixed Penalties will no nothing for neighbour relations.
I would tell your friend to start going out randomly late at night and very early in the morning, necessitating getting the neighbours up to move their cars.
