Debatable .
James Maxwell a Scots scientist developed a theory for electromagnetism then Hertz in Germany was the first to detect radio frequencies .Then Tesla in America had his fourpennorth ,then Marconi who is supposed to have sent the first radio signal way back in the late 1800's.
