Does Everyone Actually Still Have Turkey...

Last year I stripped the wallpaper from the bedrooms and emulsioned the walls. Most areas of the walls are ok, but in some areas the paint has bubbled and peeled off.The house is only 5 years old and the walls were originally emulsioned by the builders, the emulsion they originally put on is sound. The walls are not damp and were clean and dry when painted. Can anyone offer an explanation.I did wonder if the old wallpaper paste may have anything to do with it. I now wish to do the same to the living room but am worried the same thing will happen. I heard Polycell do a paint which can be used to cover hairline cracks and slight imperfections, has anyone used it, is it any good?If all else fails what is involved in skimming the walls and how soon can i paint over them?
