It does sound a bit like Ian McNabb, or Gruff Rhys from Super Furry Animals, but I very much doubt either of them would sell out to that extent! There's certainly no mention of the ad on Ian McNabb's website.

Sorry I can't give you a better answer, but I don't suspect it's anybody well-known.
