April is seriously hot (although Thai New Year is fun). May to October is the rainy season, where it rains for 2 hours most days, occasionally not at all and occasionally all day.
Depends in part what you want to do. Hotels are more expensive in the peak holiday times (Christmas / Easter). The Islands tend to have slightly different rainy seasons, so it could be raining in Koh Samui but not in Koh Lanta or Phucket.
February is probably best, the weather is good and tourists are fewer than in December. If you do want to jump on a plane, it is Chinese New Year next week so there will be a lot of tourists from around the region so hotels might be booked up
