Simpsons character

There is a character who appears in some of the more recent Simpsons who just says 'Yeeeessss!' and in one he cycles off on a bike... Any ideas who he is?

There's Moe's old professor - English accent, quite old - who cycles into the lake at Bartending College when Moe returns for a visit in the episode 'Homer the Moe' (series XIII, first broadcast November 2001). But as he cycles into the lake never to return, maybe that isn't who you mean...

I know the one you mean but it isn't him... he has one of those "non-standard" Simpons faces which normally means he's supposed to be someone famous!

Aahhhh - you mean the man who says Yeeeeeeeerrrrrrssssssssssssssss in a particularly servile-obsequious manner, with lips curled and back bent? Agree with TW - he's a stereotype rather than an impersonation as far as I know.
