We have 15 foot high Cordyline Australis,and I have been told it is fine to tug all the lower leaves from the tree thus exposing the white fleshy part of the plant underneath. This sounds a little extreme to me,would this harm the plant in any way if it did not repair itself before winter ?.

I do mine regularly, I have two and it's never harmed them, I have had them over 20 years. They should come off quite easily if ready to shed.
