Obviously when I posted ther original question, Ii was feeling rather flippant,
But I am grateful to all those that took part in things, along with some very interesting answers.

Having watched todays lunchtime's Sky news's rather harrowing report on the lack of world resources, and the fact that the worlds population is now increasing, faster than ever before, perhaps it is time to follow China's lead?
But no, what do the West do? They pour vast amounts of cash, medical aid etc, into some undeveloped countries, thus trying to somehow improve their way of life, and life expectancy.
Not a bad thing one would say, but looking into the whole scheme of things, we should also be taking measures to halt their high population growth.
We are constantly told, the reason for the people of these countries having large numbers of children, is because of the high infant mortality rate, (natures way of controlling the species). Therefore logically if we can lessen the amount of premature deaths, then it must make sense to put in as much effort, to also control the number of births.
To get back to problems nearer to home, how do we tackle the problem of population growth? We actually reward people, for increasing it.
A lump sum of money, to start off the child's Bank Account, followed by a weekly allowance for their parents, and if the mother is still only a child herself? No sweat, on top of these goodies, they will also provide accomodation and even more hand outs.
