We've had this before - basically it's a scam, originating I believe in Africa, designed by unscrupulous travel agents & operators to part you from your money. Have nothing to do with it.; no EU state requires it, and neither do I believe does anywhere else.
There is no such thing as a 'basic travel allowance'. A few countries do require travellers to show that they've got sufficient funds for their stay in that country. This is done by providing documentary evidence (such as a bank statement) when applying for a visa. However this is:
(a) extremely rare ; and
(b) not required by any EU country.
