I wouldn't think so. Here in the U.S., it's called mop board or base moulding. that's not to say you couldn't nail/glue/screw a piece on top of the existing but it would look really strange. Actually, removing the existing board (whatever one chooses to call it) isn't difficult with the right tool, such as this:

Replacement moulding is fairly easy to install, with the possible exception of mitiring the corners. At any rate, best of luck!

It depends on how big your skirting board is.
If you've got 5 inch boards then Mappin and Web (you'll find it in BaQ) do a board that will fit over it, it's not cheap though and you'll need a good saw to cut through it for the angles.
