i belive it is the theme from "peter and the wolf"possibley by tchaichovski, korsikov, some one like that. also, later in the episode, mr. burns parodies "clockwork orange" as he shows ffilms to the dog, complete with authentic beethoven soundtrack

It is indeed "Peter's theme" from Peter and the Wolf, and it's by Prokofiev.
