Why does my Tom cat have teats?

He has about 6 teats, like a female, down his front. He's definately male! He's neutered now, but he's always had them.
What are they for? Does anybody know?

Acai - Frankie the tom cat is not pleased about this thread. I have been searching his belly for teats. He got fed up and stomped off.

Wildwood has the answer. All foetus' start off as female and then either stay that way or change into male.
