We are trying to find out who to contact re: an electrician working in private addresses but leaving dangerous wiring.
He also maintains that he is registered with the ECA as a fully paid up member but will never produce the relevant certificates as required now.

Trading Standards at your local council - they will tell you how best to deal with it

Why don,t you contact your local Building control at the Council. Dependant on the work being done it may come under Part P regulations that I believe came into force in 2005.
