Forklift trucks on the highway

If a forklift truck uses the highway do the forks have to be in a certain possition ie on the ground? Would a tractor with forklifts come under the same rules?

not entirely sure, but unless they are carrying a load, common sense would say they should be in the folded up position - ie vertically pointing rather than horizontal
