I think it's an abreviation of "Bow low and behold" usually referring to a religious experience, when due deferrence is expected.

The word "lo" is an old expression, used to call attention to something, similar to the modern "hey"; "behold" means "look"; so the whole phrase is equivalent to "Hey! Look at this!".
