Ask your GP for Hypromellose eye drops
Yes this happens to me, especially during windy weather or if I'm inside a building that's too warm. I was recommended Hypromellose by the pharmacist & you can buy it over the counter for less than 2.

if you're in the uk, you'll get free prescriptions, so i would go and see your doctor and get some 'viscotears', which are a more soothing and longer lasting treatment than hypromelose drops. they're also more expensive, being about 5 a tube and can be bought over the counter. worth going to see the doctor though to get them on prescription. they really do make a difference.

Is it conjunctivitis (the iris, white part, turns red). If so, see the doc for eye-drops.
