The cartridge is called a flash cart, and would typically be supplied without games if you buy through anything approaching a semi-legit retailer. (I've no idea whether they're legal even without anything on)

I've seen them for sale on DealExtreme, although I've no reason to recommend for or against buying from them

From there, you would need to download roms to play on it, in much the same way you would do for an emulator.

If you know a slightly dodgy stall-holder at a computer fair or similar, you may be able to persuade him to do all that hard work for you, for a fixed price. Be sure to note thought, that this is almost certainly illegal and is not recommended.
this is fairly easy to do if you have some knowledge of computers.
do you have an e-mail address?
These DS cards are legal on their own, hence why they are sold at shops and on Amazon.

When you add games on to the card, it then becomes illegal and against the law.

Similar to Xbox or playstation mod chips, the chip on its own is legal; the software on its own is legal. When you add the two together then they are illegal.

As with most software now you can download 'back ups' from certain web sites. The legal loop hole is that you download the game, which the site assumes that you already own the license i.e. paid for the game.

in the long run, it's much cheaper to do what's been advised above. I've got about 2000 games I've downloaded and equipment cost me only 40.

But if you're unsure of what to do, you can buy preloaded games. Look here:
