If a mans chest measures 46 inches naked, what size winter jacket would one buy.
I know this sounds silly but all mine state XL or XXL.
If the jacket in question is 46" does this mean it is skin tight or do I have to accommodate for shirt/woolly etc and measure the chest with these on??

I've defended you on quite a few threads lately but making us think of you naked is really taking things a bit too far ;-)
When tailors take a chest measurement, they do so with a tape measure stretched lightly around the customer's chest (while he's wearing a shirt and possibly a vest). So that's the type of measurement you should be using.
Bloody hell! 46". Even Barbara Windsor, in her prime, couldn't manage that! ;-)

Theoretically, 'non-tailored outlets' use the same measuring system as Saville Row tailors, so you should be looking to purchase a jacket with a 46" chest. However, no two companies seem to use the same sizing system. It's a bit like shoes. I sometimes need to buy size 8, more often size 9 and occasionally size 10. Every manufacturer seems to be different.
If you go to a High Street shop, start by trying a jacket with a 46" chest. It might well fit perfectly. However, when you try a different design (from a different manufacturer) you might find that a (nominal) 44" or 48" chest fits better.
If you're thinking of buying online, a 46" chest will probably be a 'fairly good' fit but it might not be 'perfect'.

He seems to be looking down his nose at me because I recently delivered the local Yellow Pages, despite the fact that I was getting �12 an hour for a fairly pleasant walk or, taking into account the administrative duties I also did, about �20 an hour in total).

I'll agree with Icey that, if you normally wear a jumper under a jacket, 48" would be best.
My own chest measurement is roughly 38". A jacket with a 36" chest looks visibly 'tight' when I wear it. However, I can get away with wearing a 40" jacket without it looking glaringly wrong. If in doubt. always round up, rather than down.
