The original was indeed by Belgium's top punk artist (a fairly small field, I guess) Plastic Bertrand, but the version in the ad is a cover version by The Presidents of the United States of America.

The PUSA version is very difficult to track down , only available on a hard to get "Rarities" album (expect to pay lots) , the PB one is readily available. Links to both here
