Can a debt collection agency commence bankruptcy proceedings against me for a credit card debt even though they hold no enforcable CCA, (no repayment terms on it, no company signatures, no repayment shedule etc from 2002)

The creditor doesn't need to sign, just the debtor to accept the terms of the loan.
The credit card company may have sold on the debt or referred it to debt collectors who are trying to recover the debt on their behalf.
