what does driving without accordance to a licence mean?

It's a charge (or conviction) which recognises that the driver holds a driving licence but that he/she was not driving within the restrictions placed upon him/her by that licence.

Examples.:
(i) a provisional licence holder driving a car without a qualified driver supervising him/her ;
(ii) a full licence holder riding a motorcycle when his/her licence does not include an entitlement to ride motorcycles ;
etc.
