my hermann tortoise

hi
ive got a hermann tortose and i was wondering whether the following would be a suitabl lifestyle fo my tortoise:
- a 4ft by 2ft wooden tank with no top but a shelter
- with a heat mat
- a uv light and a basking lamp
- woodchips, a log and a rock to climb on
- a sunk in water bowl and a seperate food dish.
also i dont have an outdoor vivarian so i was wondering whether it would be ok to let my tortoise outside on warm days in a small inclosure for exercise and a bit of fresh air,

woodchips are not a good idea, neither is a heat mat...anyway there's ;oads of good info there and also if you look on yahoo, there are some excellent discussion groups too...tortoise trust, tortoise friends, and tortoise nutrition are 3 of the best
