How can youlose inches but not lbs?

I have been watching what i eat,so i can lose weight, It was 4 weeks ago since i got weigh at the doctors and been today to be told i'd only lost 2lbs but my trousers are getting big for me. Doctor said well it is a different set of scales and maybe i've lost inches rather than lbs how does that happen?

also make sure you eat healthier, lots of fruit and veg, and good proteins (chicken and fish, or for vegies things like quinoa,lentils,chickpeas)
i try and keep gluten to a minimum, it just bloats me out,
also, try to focus on the inches rather than the 1bs, as daffy654 says, increasing exercise will burn off fat, but also tone muscle, and muscle is heavier than fat,
keeping this in mind, toned muscles will burn more calories so as you improve your muscle tone you may find the weight loss improving!
so, eat healthily, get some exercise, and most important of all, be happy!
