When the pressure drops below a certain level, the bubble point of the CO2 is reached, and it breaks out of solution and fizzes. Cold air has a lower pressure than hot air, so this ambient would put the fluid under less pressure, so making more CO2 break out. Jake's right in pointing out the overwhelming factor being the temp of the fluid itself, higher temps will make the CO2 break out of solution faster.
