Scheduled defines a periodic operation of flights on specific days and times that are published... it may not be daily. Charters, or more accurately, Supplemental operations are those that only operate when someone requires that singular, specialized operation and the airline agrees. It's usually between two points between which the airline does not normally operate scheduled services... Charters can be less expensive since the chartering group is quoted a price and then it's their responsibility to fill the aircraft...

as far as I know this still stands, if you miss a scheduled flight, you can in theory get the next plane, but if its charter and you get delayed en route to the airport, you've had it.

Dee Sa is correct for some situations but low cost carriers and low fares on standard airlines do not usually permit this. If you need a "flexible fare" it can cost upwards of double or triple the lowest available fare.
