change video 1.1 ratio

can any1 help? i need 2 change my video clips ratio without losing picture quality they are small and would like to perminatly change them 2 full screen size or widescreen. ive tried a few programmes but the picture quality becomes bad

What size are they? If you want to make DVDs, then try tempgenc, otherwise virtualdub. If you make them into DVDs, they should still be watchable. TVs have a fairly low resolution anyway.
