I am new to the UK and wish to know the best time of year to rearrange my garden plants, specifically when is the proper time to move established rose bushes and, also, when is the best time to cut them back for the winter?

Probably best to do in two stages, reduce bush by half in November to reduce wind rock and prune harder in March. If you trim hard back too early, the bush will start growing during a mild spell and could be damaged by a cold spell. Move any time November to March.
