there was no houses available for their needs, the council has sold off a lot of its stock which is why people are struggling to get a council property.
the government have allowed it to happen.

why they pay for a 7 bedder is beyond me, at what point are the government going to start reining in all this over the top expenditure?
comes down to availability unfortunately
"Ealing council was legally obliged to find a seven-bedroom house and turned to private properties because there were no suitable council houses available."

why a 7 bed house though? they could live in a 3 bed surely plenty of other families have to manage like that
red tape , she has 4 sons and 3 daughters of certain ages, the law requires them to have a certain amount of personal space, they may have tried in vain to find suitable 4,5 and 6 bed properties, sadly most properties are converted for students or house share now and its very difficult to find private landlords that will accept DSS. Its a shame that so many people on the waiting list have to live in unsuitable accomodation.

if they were homeless then there would be the need to rehouse them ASAP, if they were living in unsuitable council accomodation like so many people on the list then they would have probably had to stay there for as long as it takes to find somewhere suitable

its only the fact they were homeless that got them the move, the house they got was purely down to availability
the rules need to be changed then. If i have 5 kids and cant afford to buy a 4/5 bed house then id have to make do and get the kids to share wouldnt I?
If people are desperate for housing then they will share rooms. a clean 3 or 4 bed, perhaps in a different area would have been more economical than what they have.
All children need warmth and a roof over their heads, but personal space meaning a whole bedroom to themselves?

yes I agree red, people who buy their own house are stuck with their situation, Im guessing the option being that you sell and buy another house if it became difficult.

the rules do need to be changed, the council are a joke!
