Is there a way to add a zero to the beginning of a sequence of numbers in excel?

I have scanned a document listing peoples names and phone numbers via OCR but the column with the phone numbers has dropped the zero at the beginning.

As long as you don't need to use formulas with the numbers in the cells, change the format of the cell to show the number as "text" - that will allow you to have the 0 at the beginning. (highlight all the cells, right click and select "format".
