Is the receiver within a reasonable distance of the mouse ? Tried new batteries in the mouse ?
If it's an optical mouse, are you using it on a shiny surface? I had the same thing at work until I got a mousemat with a fabric surface. Before then the cursor used to whizz all over the screen like mad thing.
Has your neighbour got the same make of cordless mouse? Or anybody else near by?  Read the help files and change the channel the mouse is working on because it sounds like you are getting interference from somewhere.
This will sound daft, but it happened to me! My optical mouse took to jumping around the screen in a semi-random, jerky fashion. On checking I found a hair had lodged itself across the lens aperture, and as I moved the mouse, it would initially remain in place, so the pointer would start out normally, then it would spring across to the other side, at which time the pointer would suddenly jump to a different place on the screen.

It gave the spooky effect that someone else was fighting me for control of the mouse.

I sometimes use a graphics tablet as well as a mouse. The pen had been knocked out of it's holder and was lying accross the tablet. The pen and the mouse fought for control, which left the cursor jumping all over the place.
Just want to say that I get the same thing for the same aforementioned surface problem. It don't need to be shiny though for me, if it's an image the mouse don't like, also. I just use standard mousepad. Mind you, mine is v cheap mouse.
