drafty windows

on one of my house windows, when the window is closed there is a gap at the top but the bottom of the window is touching the seal. I was wondering if anyone knows if there is a way to bringing the window closer to the frame at the top. the window only opens from the bottom out if that helps and its an old window.

It all depends on the type of hinge you've got. Could you slip a couple of polo like metal things (don't know what they're called) between the top and bottom hinges?
