According to the Pan Dictionary of Quotations, it is a 19th-century proverb extracted from a couple of lines in Punch, 1895... 'I am afraid that you have a bad egg, Mr Jones.' 'Oh, no my lord, I assure you! Parts of it are excellent.'
It is actually from a cartoon which appeared in Punch in the late 19th Century.
