Brown attractions road signs

Brown attractions road signs- do the attraction owners (ie private non council ones ) have to pay for them?-what about those signs which have a mixture of private and council attractions- is the sign cost split?
Also are private attraction owners legally obliged to have such signs?

(If a group of attractions wished to apply for combined signs, the Highways Agency might accept the application. In which case, it would be up to the attraction owners, whether public or private, to agree on how to split the bill).
